Manpower is looking for a Project & Country HSE Specialist for a company in Rotterdam.  

In this role, you will: 

• Act as the HSE focal point during all phases of project execution, from site preparation to commissioning 
• Conduct site visits, audits, and incident investigations, ensuring corrective measures are implemented 
• Support Activity-Based Risk Assessments (ABRA) and maintain HSE records and reports 
• Coordinate ISO 14001, ISO 45001, and Safety Culture Certification audits 
• Provide HSE training, coaching, and daily support to project teams 
• Ensure national compliance with HSE legislation and company standards 
• Lead and improve HSE policies, practices, and emergency response plans 
• Drive cultural change, behavioral safety, and performance improvements across teams 

• Gross monthly salary between €5,000 and €6,600 
• Travel allowance according to company policy 
• Full-time position (40 hours per week) 
• Direct employment contract with the company 

• Bachelor’s degree in HSE or related field; postgraduate studies (e.g., HVK) are a plus 
• Solid professional HSE experience in project environments, ideally within construction and electrical safety 
• Availability of 40 hours per week 
• Professional safety certification (e.g., VCA) 
• Strong knowledge of local and international HSE regulations 
• Excellent leadership, communication, and influencing skills 
• Proven change management and mentoring capabilities 
• Proficiency with digital tools, management systems, and Microsoft Office 
• Fluent in both English and Dutch, spoken and written because of job duties
